Persian Language not work from login panel selection

Description

Before Installation an booting from live disk:
When user log out and login back with parsix user and select Persian (farsi) language as session language an error comes to screen: Language 'fa_IR' does not exist, using System Default.

After Installation on Hard disk:
Language selection for Persian (farsi) language does not work in Login panel. Each time system default language loads.

as a workaround, please add the argument

lang=fa

to your boot options
